Purpose
This Governance Framework explains how Beyond Words CIC is led, how responsibilities are allocated and how the quality, safety and effectiveness of our services are overseen.
It provides a clear structure for decision-making, staff accountability, professional practice and continuous improvement across the organisation.
The framework ensures that Beyond Words remains guided by its Philosophy, Vision and Values while meeting its organisational, legal and professional responsibilities.
Legal and Governance Framework
This Governance Framework has been developed in accordance with relevant UK legislation, statutory guidance and recognised principles of good governance applicable to Community Interest Companies (CICs) and organisations working with children, including:

This framework should be read alongside the policies and governance documents that support the safe, lawful and effective operation of Beyond Words CIC.
Our Approach to Governance
Beyond Words is governed through clear leadership, professional judgement and active oversight.
Our governance approach is based on:
- strong and consistent leadership
- specialist knowledge of autism, Special Educational Needs and Disabilities (SEND), child development and inclusive practice
- safe and responsible practice
- clear expectations for staff
- individualised support
- partnership with families and professionals
- appropriate record keeping
- ongoing monitoring and reflection; and
- continuous improvement
Governance is not treated as a separate administrative task. It is reflected in how services are planned, how staff are led, how concerns are addressed and how decisions are reviewed.
Leadership of Beyond Words
Beyond Words is led by its Founder and Director, who holds overall responsibility for the organisation.
The Director determines the strategic direction of Beyond Words and oversees its services, workforce, standards and development.
Leadership is informed by specialist professional knowledge, reflective practice, evidence-informed approaches, continuous professional development and an understanding of the children and families using our services.
The Director is responsible for ensuring that the values and expectations of Beyond Words are reflected consistently in practice.
Responsibilities of the Director
The Director has overall responsibility for:
- setting the strategic direction of Beyond Words
- maintaining the organisation's Philosophy, Vision and Values
- determining the services offered by the organisation
- overseeing the quality and suitability of provision
- ensuring that safeguarding arrangements are effective
- maintaining appropriate health and safety and risk-management arrangements
- recruiting suitable staff
- providing staff with leadership, training, mentoring and support
- approving and reviewing policies and procedures
- overseeing organisational finances and resources
- ensuring compliance with relevant legislation, regulatory requirements and organisational governance
- ensuring appropriate records are maintained
- responding to significant concerns, incidents or complaints
- reviewing organisational performance; and
- planning for the responsible development of Beyond Words
The Director may obtain advice from external professionals where specialist guidance is required.
Professional Standards
Beyond Words expects all services to be delivered safely, respectfully and consistently.
Our practice is informed by established SEND principles, including:
- recognising each child's individual strengths and needs
- supporting communication in ways that are accessible to the child
- removing avoidable barriers to participation
- maintaining appropriate expectations
- promoting wellbeing, development and independence
- making reasonable adjustments where appropriate
- working constructively with parents, carers and professionals; and
- reviewing support when a child's needs or circumstances change
These principles reflect the wider SEND framework's emphasis on individual needs, participation, positive outcomes and partnership with families. The Equality Act also establishes duties concerning disability discrimination and reasonable adjustments.These principles reflect national expectations for inclusive practice, participation, partnership with families and achieving positive outcomes for children. Beyond Words is committed to meeting its duties under the Equality Act 2010 by making reasonable adjustments wherever reasonably practicable.
Decision-Making
Decisions within Beyond Words are made by the Director or by staff acting within responsibilities that have been clearly delegated to them.
Decisions are informed by:
- professional knowledge and experience
- the purpose of the service or activity
- the child's individual strengths and support needs
- communication, sensory and regulation needs
- information supplied by parents, carers and professionals
- safeguarding and welfare considerations
- the best interests of the child
- identified risks
- the needs and safety of other children and adults
- staffing, resources and the environment
- organisational policies and procedures; and
- relevant professional and statutory guidance
Children are supported to communicate preferences and make meaningful choices in ways appropriate to their understanding and communication.
Their communication contributes to how support is planned and delivered. Adults remain responsible for maintaining safe boundaries, managing risk and making decisions that require professional judgement.
Delegation and Staff Responsibility
The Director may delegate defined duties to staff according to their role, experience, training and competence.
Delegated responsibilities may include:
- leading an activity
- supervising children or an area of provision
- preparing and checking resources
- implementing agreed support strategies
- completing routine records
- communicating agreed information to families
- carrying out safety checks; and
- supporting colleagues
Staff must:
- follow the direction of the Director
- work within their agreed responsibilities
- follow organisational policies and procedures
- use agreed strategies consistently
- maintain professional boundaries
- report safeguarding, safety or practice concerns promptly
- seek guidance when they are uncertain; and
- avoid making decisions beyond their authority or competence
Delegating a task does not remove the Director's overall responsibility for organisational oversight.
Staff Recruitment, Training and
Mentoring Beyond Words recognises that the quality of its services depends on the people who deliver them.
Staff are selected according to their suitability, values, experience and ability to support autistic children and children with SEND and commitment to the values of Beyond Words;
Many staff bring existing experience from specialist settings, schools or previous professional work with the Director. Regardless of prior experience, staff are expected to understand and follow the specific approaches and standards of Beyond Words.
The Director supports staff through:
- induction
- clear instructions and expectations
- modelling of effective practice
- relevant training
- direct observation
- feedback
- mentoring
- discussion of individual children's needs; and
- additional support where improvements are required
Staff development is ongoing and proportionate to their role and responsibilities.
Safeguarding Oversight
Safeguarding is a central governance responsibility.
The Director ensures that Beyond Words maintains:
- a clear Safeguarding and Child Protection Policy
- appropriate safeguarding leadership
- suitable recruitment and checking procedures
- safeguarding training for staff
- regular safeguarding updates and ongoing professional development
- clear reporting arrangements
- secure safeguarding records
- procedures for responding to concerns about children or adults; and
- cooperation with safeguarding agencies and professionals where required
All staff share responsibility for recognising and reporting concerns. Significant safeguarding decisions remain under the oversight of the Director.
The national safeguarding framework emphasises shared responsibility, clear leadership, effective information sharing and cooperation between organisations working with children.
Quality Assurance
The Director actively monitors the quality of Beyond Words services.
Quality assurance may include:
- working directly alongside staff
- observing staff practice
- checking that agreed strategies are being followed
- reviewing activity planning and resources
- monitoring staffing and supervision
- reviewing attendance, incidents and accidents
- checking risk assessments and safety arrangements
- reviewing children's participation and progress
- gathering feedback from families and professionals
- reviewing compliments and examples of good practice
- reviewing complaints and concerns
- checking staff training and documentation; and identifying areas requiring improvement
Where practice does not meet the expected standard, the Director will determine the action required. This may include further guidance, modelling, training, increased supervision, changes to responsibilities or formal management action.
Accountability
Everyone working on behalf of Beyond Words is accountable for their own actions, conduct and responsibilities.
Beyond Words demonstrates organisational accountability through:
- clear leadership and lines of responsibility
- written policies and procedures
- accurate and proportionate records
- staff supervision and mentoring
- safeguarding and safety arrangements
- responsible use of organisational funds and resources
- maintaining openness, honesty and transparency in decision-making
- appropriate handling of concerns and complaints
- monitoring of service quality; and
- review of decisions and practice where necessary
Concerns, errors and incidents should be reported honestly so that appropriate action can be taken and learning can occur.
Working With Families and
Professionals Beyond Words values the knowledge and contribution of parents, carers and professionals.
Information from families and professionals may help us understand a child's:
- communication
- interests and strengths
- sensory preferences
- medical or dietary needs
- personal-care needs
- emotional regulation
- behaviour and known triggers
- safety risks
- successful support strategies; and
- current professional recommendations
This information is considered alongside staff observations, professional judgement, the views of the child, wherever these can be understood and appropriately ascertained; safeguarding responsibilities and the practical arrangements of the service.
Where concerns or differences arise, the Director will seek to clarify the issue and determine an appropriate way forward.
Managing Risk
Beyond Words seeks to provide positive and meaningful experiences while managing foreseeable risks responsibly.
Risk management includes consideration of:
- individual children's needs
- staffing and supervision
- activities and equipment
- venues
- medical needs and allergies
- behaviour, distress and regulation
- running or leaving supervised areas
- personal care
- safeguarding
- emergencies; and
- information supplied by families or professionals
Staff are expected to follow agreed risk-management measures and report new or increased risks to the Director.
Risk assessments and support arrangements will be reviewed when relevant information or circumstances change.
Ethical Leadership
Beyond Words is committed to acting with integrity, honesty, fairness and transparency in all aspects of its work. Decisions will be made in the best interests of children while balancing legal responsibilities, professional standards and the long-term sustainability of the organisation. We expect everyone working on behalf of Beyond Words to model these values in their conduct and decision-making.
Continuous Improvement
Beyond Words is committed to learning and improvement.
We review our practice through:
- reflection on service delivery
- staff feedback and discussion
- mentoring and professional development
- feedback from children, families and professionals
- review of accidents, incidents and safeguarding concerns
- complaints and compliments
- policy review
- evaluation of activities and services; and
- consideration of new professional guidance and evidence
- keeping up to date with developments in SEND research, legislation and recognised good practice
Improvements will be introduced where they are needed to strengthen safety, quality, consistency or outcomes.
Organisational Development
The Director is responsible for ensuring that the growth of Beyond Words is planned and manageable.
Before introducing or expanding a service, consideration will be given to:
- the purpose of the service
- the needs of the intended children and families
- staffing and competence
- safeguarding arrangements
- premises and equipment
- risk management
- insurance
- financial sustainability
- relevant permissions or requirements; and
- the organisation's capacity to maintain quality
Any future growth will be carefully planned to ensure Beyond Words continues to provide safe, personalised and high-quality services while remaining true to its Philosophy, Vision and Values.
Monitoring and Review
The Director is responsible for monitoring the implementation of this framework.
It will be reviewed annually, or earlier where:
- legislation or guidance changes
- services or staffing arrangements change
- a significant incident or complaint identifies a need for review
- monitoring identifies weaknesses; or
- organisational development requires amendments
Changes will be recorded through the document version-control process and communicated to relevant staff where appropriate.
